Ok, so they are being somewhat smart, trying to lure in high income people into their area with monetary incentives. Step in the right direction I suppose, even if it is just a stupid monetary transfer that just means higher taxes anyways.

So if you're making $40,000 a year, you are going to be paying OVER $3,000 in JUST state income taxes. Maybe slash that state income tax down to 2 or 3% and I might consider not moving to Virginia once I graduate and start working.
